Description
This stately 4-story Italianate home was built in 1875 by local builder Charles Flemer (1818 – 1889). Originally designed as a single-family home, it was divided into four apartments – as were many of the neighborhood residences – during World War I, when the need for housing in the nation’s capital reached a crisis point. The original structure utilized a coal bin and stove in the basement, with heat radiators on each floor for heat. A brick outhouse was located in the backyard.
Today each apartment has been comfortably updated to include modern kitchens and baths, added closets, and a hot water radiator heating system. A multi-level outdoor deck at the back of the building is shared by all the tenants. Special historic touches have been preserved throughout, including original marble fireplace mantles, the original iron front stairway and gate, rounded and carved “corners,” and wide-plank heart pine flooring.

Neighborhood
The residential neighborhood known as Capitol Hill, lies just to the east of the US Capitol building. It was originally developed for a mix of wealthy government and military officials, as well as middle class federal staffers and tradespeople. Over the years it has gone through several iterations, falling into disrepair and neglect for many decades. In the past approximately 20 years the neighborhood has seen a resurgence in renovations of the historic residences to their former splendor. As the community schools and support systems have improved, the neighborhood has become more attractive to young urban families and retirees seeking a gentile lifestyle. With the redevelopment of the popular Eastern Market tourist area, the Marine Corps “Barracks Row” restaurant district, and the Hill Center at the Old Naval Hospital cultural center, as well as other neighborhood attractions, Capitol Hill has become one of the most desirable neighborhoods in the District. Today, tree-lined streets are populated with residents young and old, walking dogs, pushing baby carriages, riding bikes to work at the nearby Capitol or Library of Congress, or headed off to a ballgame at neighboring Nationals Park.
